Brand new bird is feather plucking?

i just got a cockatiel yesterday and hes pulling his feathers. hes pretty comfortable with me, he plays with his toys and is in a quiet enviorment..hes a nice bird but y is he plucking?

stress.....or he is moulting. make sure he is getting a good diet. not just seed only. best wishes.
