Closures Snaps

Hi, my 17 month old girl has been taking off her disposable diapers since she was about 10 months old, I was thinking to change her to cloth diapers which I did soon after 10 months, and she hasn't taken the cloth off until recently. They are wool covers with snap closure, no matter how tight or loose I make them she wiggles them off. How did your get your toddler to stop taking them off? Even if they aren't wet she still takes it off... help please. She pooped on her bed the other night :-/
My son will take off his diaper too so I've been putting his pants on under the onesie so he can't get the pants or diaper off. Put her in clothes with snaps or zippers that are hard to get off. Keep telling them no when they take off clothes and keep putting the clothes back on. Hope it's just a phase and it will eventually stop.
