What age should a duck have a Complete Set of feathers?

I got my pet duck about 4 months ago when it was 4 weeks old. It has grown its Wing Feathers, but its belly and tail are still pretty bare, although it is starting to grow some fluff on its belly. When will (or should it) have grown a full set of feathers?

They usually have their juvenile feathers by the time they are about 8 weeks old and will show their adult plumage at around 16 weeks. When you say "bare", do you mean it is bald? If it is 4 months old it shouldn't be growing "fluff" anymore, in the sense of the downy fluff that ducklings have, but should be growing adult feathers. If it isn't developing feathers, it could be the sign of an underlying problem, so see a vet. The website below shows how a healthy duckling's feather develop.
