Pink Princess

I live in a very dry area of California and have an Escallonia Pink Princess (shrub evergreen) in my drought tolerant garden. There are about two years now and it looks like his long struggle for survival. It Dark Green color that is devastated by the yellow leaves edged. It seems to continue with this green / yellow look, no matter how little or how much I water. I can see deep green new growth all over it toward the center of the shrub. Does anyone know what is causing the leaves to yellow tip? People keep telling me her water, but it never changes, no matter how much I water.
I do not think it is a water issues. Usually Escallonia - especially the pink princess - are showing signs of subsidence and fairly obvious if it is wilting not enough water - and it will come alive very well when water is applied. too much water seems to be the case for you either. My advice would be to give him a round of fertilizer. is that the root system is not the establishment as it should, or it is not enough evidence nutrients. 10-10-10 basis would work just fine.
