Purple Ostrich

I need help with my Royal Purple Smoke tree?

It has greatly increased in the spring, but only the heigh of the trunk. I kept waiting and waiting for new leaves to emerge, but they never. My husband and I jokingly call this tree our ostrich. Do the leaves have never? Can I cut the trunk from top to bottom, where she is naked? If yes, should I wait until fall? It would not hurt the tree cutting. This top can never push their leaves or branches. The bottom must be transformed into a nice shady tree, and possibly send more skyrocketing.
