How do I inflate a big velvet bow that has no son?

I have a big velvet bow to be used on a large box as an accessory for a game, however, the ribbon is not a piece of tape and I need the arch to be seen by the public. From now it is flat. I tried to pipe cleaner stick to the inside but had no luck. Can anyone help?

Have you tried sewing the pipe cleaners inside? How about filling the loops of the bow with a paper towel when not in use? If you made the bow and care to repeat the arc, you can steam the starch spray arc abd used to stiffen the loops. ZI do not know how t this might work well on a premade bow.
